There is no low boil, there is just boil. No matter how you heat it the temperature of the vapor will be the same. You have to run a pot still by the output. So turn it up as much as you want (within reason.) You will not gain anything by going slow. You have to turn it up to go faster.

I would guess so if the jacket boils over, it would just flow into the inner pot? through those holes? Maybe to let steam out from the jacket in a safe direction? How tight do they fit together?
