Accurate way to control output from propane burner

Is there one other than trial and error? Does the output change as the temp of the tanks gets cooler or does the regulator control that? I am still having problems with my cooling water heating up too fast so I must be running the still too hot. I am going to try a swamp cooler this time so we'll see.
