Guess what this is!

OK, just saw this at an antique fair. Had to ask what it was, when told decided it was for snobs and I had to have one for my bar. Taking guesses to what it is, if nobody is close I will give out hints. First hint is on me. I will use it for a specific drink that was for years outlawed in the US.

NZ you probably didn't see it but years ago Mash Rookie made me this absinthe fountain so no need for a balancier.

Pretty much all I know about absinthe lay in the scar above my right eye after absinthe induced revelry in Yokuska Japan in '75.
