Pot still puffing vapor

Ok so I started my cleaning run with some birdwatchers in a new still I just got. It's a 2" pot still from mile hi on a 15.5 gallon keg and a 12" tower. Im using propane and I have 850 gmp pond pond pump for the condenser. I only have drips and at times a broken stream and no matter how much I turn the heat down its puffing vapor. The condenser is cold to the touch and I'm recirculating ice water. There is a thermometer in the head and it's steady at 85 Celsius. I know this shouldn't be puffing vapor when the condenser is so cold and alot of flow. Any ideas because the take off is just drips and still puffing.
