It doesn't matter what to measure Volts or Amps - They are linked by Ohm law - With phase-angle controller reading will be incorrect anyway unless you have True RMS meter. After looking at the difference between the 60A and 40A it does appear they are knock offs. No lapping on the 60A base which would be a must for heat transfer. If fuse installed on one leg the voltage drop on it can be up to 240V . So you should use 250V rated fuses. I guess I misunderstood this? Thanks after seeing the video on the adapter plate, I am assuming they are just sandwiching the element, box, and fitting together. I think for the extra few bucks I will stick with the housing kit. Thanks again!
