2.5" column top

i am looking to make a Bokobo (S) column, the plans call for a 3" top 12" with the coil inside and a 2" plug in the top 2/3's of the column. I am having trouble finding 3" pipe, can I use 2.5" and make the top taller with a 1" filler in the top 2/3's.

Which one of the Bokakob designs are you referring to...??? This doesn't sound like the "standard" slant-plate Bokakob design...
