So i've started a bit to high (1.09 1.1 ish) and added at 3 different times, new yeast to restart fermentation. Also did a 1 time yeast nutriant booster. Now i am stock at 1.03 .... Would it be ok to distill anyhow ?

Better option would have been to add more water at the beginning to bring it down to 1.08 or so. But it sounds like to me that this is one of those times when there's just too much out of place with the environment to get it completed.
So yeah, you can run it, with the warning that It'll likely be quite foamy, and require a fair bit more cleaning afterward even if you avoid a puke.

got from 65% till 40%ish high 30% on that batch

What are you fermenting? If it's molasses it won't go all the way down.
