Defining Single Malt American Whiskey

The following is a proposed definition to the TTB for identifying American single malt whiskey.
"American Single Malt Whisk(e)y is whisk(e)y mashed, matured, and distilled in a single United States distillery, distilled to a proof not exceeding 160° proof from fermented mash of 100% malted barley and stored in oak containers not exceeding 700 liters, and bottled at not less than 80° proof.”

Any idea if the TTB is listening? So far I've heard nothing saying they are open to it.

It doesn't say new or used oak containers. I guess looking at the other SOI's if they don't call it out as being new or used then you can do either? I know that some of these guys want to employ used barrels.
Grape brandy must be stored in oak containers for a minimum of 2 years

700 liters = 184 gallons - That's full size sherry cask size. HUGE. Solera building size.
