I’m having serious trouble finding a place where I can by short lengths of copper pipe. What’s the best way to get it with out having to order a full 6-foot length of each size I need?
I guess that just depends on what country you live in. If it's the US homeless depot or lowes both sell up to 1" dia pipe in various lenghts. If you are looking for larger sizes then all i can say is good luck. All of the plumbing supply places i have ever checked only sell the larger stuff in 20' lenths. A 20 ft piece of 2" around here goes for about 125$ before tax.
In Canada, Rona sells shorter lengths (10', 6' and 3' i believe) and custom cut lengths of most pipe sizes. Prices per foot of course are higher than the full length, but not by that much for non-custom lengths.
I get mine from a plumbing shop. Not sure if plumber use a lot of copper piping over there, but in NZ pumbers and gas fitters use copper pipe quite a bit.

Hi try looking at scrap metal yards. I'm in OZ and I found all the copper I needed at a scrap / second hand recycling yard. Everything fron 1/4 inch (6 mm) to 2.5 inches (60 mm). Some bits were upto 6 feet (180 cm) long. All it needed was a good clean with a pot scrubber and soak in vinigar overnight and it as good as new. The place I bought it from sells it by weight, $1.00 per kilo, Cheap as Chips. I think I payed about $10.00 for a 6 feet by 2.5 inch lenght. I cut this into 4 feet and 2 feet lenghts and used this for my tower and also the outside of my liebig condenser.
so try scrap / second hand metal yards you could be lucky.

I got my fittings from the store but my pipe all came from a plumber. See if you can talk to a plumber on a construction site (probably not a residential site) or in a parking lot or something. Short lengths of pipe are of little use to them and they may just give it to you.
The local Lowes carries 2" and all the fittings here. I'm in Michigan. 10' sections @ $78. Not available by the foot though. I'm sure your local lowes would order what you need no questions asked. I'm using the leftovers from my reflux column for a pot still.

Bought some 1/4" annealed copper today from the local gas place. As the bloke handed me the tubing he enquired "Still?".
