What could cuase my to get only 90% ABV at 100 ml's an hour

my first run with my first wash I was only able to get 90% ABV when i ran slow at 100 ml's an hour.

My still specs
Fractionating/compound reflux

Boiler 15.5 SS keg.
Column 48 inches High, 2 inches Diameter. (copper)
Condenser 16 inches 2 inch diameter (copper)
Packing I used a tube of 6"wide copper mesh I ran it 40 inches in the column and ran it 4 thick, so i had 8 total 40 inch long strips of 6 inch wide copper (it packed in nice).I read somewhere that 30 feet was enough for a 36 inch column, I think i need a bit more packing.

anyhow, When i kicked up my rate to 400 ml's an hour i droped down to like 80% ABV.
PS: this was with what i am guessing to be a 1% wash. (not sure if that will effect my reflux/seperation but i am really starting to belive that i could have hit 95% at a much higher rate if i would have had more then 1% ABV in my wash.

What are your thoughts guys/gals.
