Salt is pretty cheap, and not too difficult to get out, just hook a hose up to one end of the coil, turn the tap on, and wait 30-60 minutes.
It is possible to do it without any filling in the tube, but it does take a certain knack. I have made two without any filling.
The smaller inner coil is much harder to wind than the bigger outer coil. For both of them, starting the wind, the first turn and a half, is the hardest part.

I straighten the roll and bend it gently into a big "U". Have someone hold it upright and stand on a ladder (I stood on a retaining wall) and pour salt into both ends, tapping all the while. When it is completely full crimp the ends, straighten the tube and get ready to coil it around whatever mandrel you're going to use. After you make your coil cut off the crimps and attach one end to a hose to melt out the salt.
