Temperature Settings

I have an internal reflux still but are not to sure if I operate the still correctly because with my last run I only got 500ml of 73% alc vol out of a 10 liter mash I use an external heat source and would like to know do I open the cooling water as soon as I start heating or only when my temp in the column starts to rise(to get total reflux)
