I have made a couple of Birdwatchers Sugar Recipe washes.

Q: Would it be ok to use the liquid from the boiler to start another wash instead of using fresh water. Adding fresh sugar/dextrose, yeast etc into a clean fermenter.

you could. you'll probably end up with more nutrients (so not need to add as much), but do it a lot and your PH will go through the floor and the washes will stall. If you look around on 'backset' and 'dunder' you'll learning a bit more about this and the effects it has.

Re-using the 'boiler wash', what's left in the boiler after the first stillin of a wash (backset), is mainly for carrying over good flavours into the next brew.
The UJSSM and Pugirum recipes say go for about 25% backset. These recipes have corn and molasses flavours to carry forward.
Another advantage of the backset; it's hot and will dissolve the sugar in the next brew so you don't have to cook it.
If your recipe is for neutral there may be flavours that you don't want carrying forward getting stronger each time.
