Typically you have a bigger distance between plates so that you do not get liquid droplets being blown up into the next chamber. I think 6 or 7" is recommended. Of course you could get around this by running slower - but that is not the idea.
Also you are going to be tight for space inside a 2" column. You can use external downcomers if you really want to.
So YES you could do it but it will be technically troublesome. If you want neutral dont bother - use a packed column instead.
For flavoured spirits as an alternative - yes why not - 1/2 the fun is fixing the dificult build issues. May not be any better than other designs but that is not the point, try it and see.
