Dilute Low Wines For Spirit Run

Hi

I have a 50 litre electric boiler which has a minimum fill level of 12 litres. Running a pot still I've collected 9 litres of 40% Rum low wines and need to do the spirit run.

My question is about adding water to the boiler to cover the element to last the whole run. Is it permissible to add x amount of water to the boiler for the spirit run?

And could a larger portion of water be added for smaller spirit runs (i.e. 3 litres of 40% low wines)?
