Re: stilling 92%
It was not at 96%. It only 'appeared' to be like 96% due to being hot. Hot ethanol (and hot waterr), will have a lower specific gravity, and thus will appear like it is higher proof. The tool you are using is calibrated for readings at a specific temperature (either 68F or 20C) You either have to get your spirit you are testing down to the proper temperature, OR temp correction table.
You can find all of the conversions here, on the parent site: http://homedistiller.org/calcs/husker_temp_convert.php" onclick="window.open(this.href);return false;" rel="nofollow
Another slight possibility, is that you are losing 'some' of the ethanol, if the mixture is hot, due to evaporation.

Re: stilling 92%
its not the wash that determines the final proof its the still or how you run it.
if your still wont produce 96% try stripping , then do a spirits run..

Re: stilling 92%
sounds like you mite have a CM? ok anyway a stripping run is to run as fast as your still will operate, with or with out reflux, this reduces volume and increase ABV.
do this with several charges then dilute to or about 40%.rerun this time make cuts etc..
