240v/3500watt heater okay for 10gallons?

Working on my first real still build, going electric because I don't want to use gas. I'm pretty familiar with working with electricity, but what I'm having a hard time finding is a list of appropriate heating element sizes for certain boilers.

I'm planning on using an SSR controller and volt/ammeter from auber instruments, along with a 240v 3500watt low density element, since I have a 15amp/240v circuit available. Although I'm going with a 13 gallon boiler I don't plan on putting more than around 8 gallons in it at any time, maybe less.

Will the heating element be enough to get it up to a working temperature, without an exceptionally long waiting period?
