My first Run/Rum low ABV?

My Recipe (This is uber basic as it was for my first run/ learning purposes)
This is for a 5 gallon batch

-10 lbs med brown pure cane sugar
-5 gallons of water (I completely forgot to compensate for the amount of sugar added so I put in a whole 5 instead of 4.2 or 4.3 gallons of water)
- 1 cup of raisins
- 1 tbsp of Red Star bakers yeast

OG was 1.075. Once started it did not really have a grand take off but just a steady airlock bubble every 5 to 6 seconds. I let that sit for 8 days and then racked to my glass carboy. A specific gravity was taken at this time and it came out to be 1.05 or about 3.6% ABV I do believe. I let it settle for 3/4 days and have now transferred into the pot for its run. This was all done around 75-80 degrees. My final gravity came out to be 1.047ish (My container I take my grav readings in has fogged around the edges, shitty plastic).
What do I need to do for my next wash to improve the ABV? The bakers yeast is what I have readily available. I know I lacked nutrients but had read that the raisins would make up for this. I feel as tho I may have been a bit impatient as well. Any constructive advice is what I am seeking.
