Using oatmeal for neutral?

Oatmeal is very inexpensive resource, almost 10 times less than what all bran and other stuff cost. Could it be used as feedstock for neutral alcohol fermentation in terms of all-bran recipe? It could be fortified with boiled yeast, vitamins and/or fertilizer.
