Making a starter need help

I'm going to do my first non turbo, lol yeah I know better late than never though. :)

I purchased all the ingredients to make a wineos plain ol sugar wash, the distillers yeast I had sent from the US and was twice the postage cost of the product so I need to make it go as far as I can, within reason.

Could I make a starter with less yeast and pitch that instead of the required 1/4 cup of yeast?

I appreciate any advice thx.
