rehydrating corn
Does anyone soak cracked corn before you make a mash with it? Or is it even necessary? I was told it makes better liquor. However the person telling me that could NOT tell why it made a better liquor.

Cracked corn is commonly used for UJSSM, for this I don't think presoaking is going to help.
There are times when soaking corn and letting it sour is done, but the corn would need to be ground much finer than cracked.

I've read that some people soak cracked corn and drain it to clean chemicals added to animal feed grade corn. This is done with room temperature water and will not to much in the way of rehydrating it.

Soaking does not make better liquor. Some members seek to assist the gelatinization stage of a mash by soaking instead of the prescribed method of milling ($$) their corn finer. There is also an abundance of (corn mash fail) threads here that one can learn a lot from. The questions you might have (or will) have all been asked and answered before you. Investing the time to read the material is the fastest way to shorten your learning process.
