problem with offset head still

I have an pffset head still made out of 1.5" copper with a 2 meter column attached to a 25L boiler powered by an 1800W element. Its a great still and the first bottle comes out at 96% at 80ml/min max. After this however i have to slow it down to keep the temperature down.....
My problem is that often i hear a gurgling sound coming from within the coulmn which is very audible from the top opening where the condensor is. Usually that is all that happens but today 96% pure alcohol came gushing out the top near the condensor....The boiler was only 3/4 full so. I have a suspicion that the element is just to powerful for the 1.5 inch tubing however they only variable voltage controller i have cannot handle the load of the element....has any one had a similar problem or knows my problem? thanks
