hydrometer and sugar?

I was wondering how many grams are in a cup of sugar... I have seen a web sites saying 197 or 204 grams in a cup but one cup put in a bowl and filled to one liter mark and dissolved gives me a hydrometer reading of 1.077sg and approximately 186 grams of sugar (brix 18.6)? Is my hydrometer off here???? Also as a side question what would be the highest reading you would want to go with bakers yeast to make sure a complete sugar conversion. Would 1.106sg or 25 brix be to high for bakers yeast and waste sugar? What does one cup sugar dissolved and filled to one liter mark give you guys for readings with the hydrometer as I fell short of the 200 gram mark here?
