Condenser water flow rate

My stills condenser is set up to be hooked up to a garden hose. The few times I've run it has been within easy reach of the hose. I've been running the flow rate very slow as per manufacturers instructions and to conserve water.

Now winter is here and I would like to run in the garage or basement.

Garage question: I'd like to put the condenser lines on an aquarium pump and run a water reticulation system with a water bucket and ice packs n such. I wont have the ability to control the flow rate to the condenser? Does this matter? Do I need a valve on the imput to control the flow? Or can I just run it wide open?

Basement question: water is not an issue. It would run in my laundry room. 8x10. Concrete floor. Near laundry, furnace and water heater. Already running on a burner not a hotplate. If I follow all proper procedures. Vetalation, CO detectors, fire extinguisher...is this safe/appropriate?

I'd probably prefer to run in the basement. But I wanna be safe. Cheers.
