normally you can't,
but an administrator can, a mod maybe too.
you might ask them.

Cant you just register a new User Id and ignore the original? You might need a different email address.

Thanks for the help,,,I sent a request by email and I also tried to re-register,,,that didn't fly,,,,,,guess I'll just wait for a reply,,,,
