Found some jars, safe to use? (pictures)

Hi
I found a bunch of jars in my cupboard which would be perfect for making cuts but there is a white sealant on the inside of the lids.

I was wondering if this stuff is likely to be silicone? Is it safe or should I remove the white stuff?
