Making a starter

My wash is stuck and isn't fermenting. I pitched 30 grams of EC-1118 which is 6 packs. Since it is stalled I can make a starter to get it going again correct? And when I make my starter do I use the same amount of yeast or less that I used in the beginning?

Gotta ask, how do you know it's stuck?
Ha, got ya on the other one
Look up yeast bomb, they will start almost anything.
