What % silver solder? copper to SS

HI guys, i have seen various threads about silver solder but im still non the wiser, im aware it needs to be "lead free".

i want to solder a SS ferrule to my copper pipe ( see pic )

question
1. what % silver solder to use for max strenght
2. what type of flux, i.e. powdered / liquid

now i have all the components except the solder and flux to complete the tower :-)

i also assume i can silver solder SS to SS the same way as i would solder to copper?
