NIST Bulletin volume 9 Number 3 published 1913

The NIST library was kind enough to scan and send this entire thing to me:
http://homedistiller.org/daver/NIST_bulletin_v9_no3/
Somewhere buried in there should be the proper formulas which were used to create the 7 tables attached to the Gauging Manual of Title 27. http://www.ttb.gov/foia/gauging_manual_toc.shtml#e.
Anyone want to help me out? I'm reading trying to find the proper formulas used for making these tables.
