Given I am no expert it USA state etiquette and custom but believing it would be not unlike the commonwealth in many ways I would hazard to guess that in the event of the death of a state officer, soldier, patriot or citizen of merit that the federal flag as mark of respect would be drawn to half mast while flags and insignia not pertaining to the afore mentioned fallen remain at full mast

Weird... I read the federal codes for the US flag about a week ago (took me an hour ) and I am under the distinct impression that Bushman hit his mark.
