Weak wash, is it even usable?

Hi

I set out to make a malted barley/rye wash yesterday. I mashed in a bag which is something I haven't done in a couple of years, so I wasn't really down with the amounts etc. I aimed for an OG of 1.070, but only got 1.038! I added half a kilo (pound) of sugar, but still got only 1.046. I didn't boil or even mash out, the mash started at 60 C and went down to 59 in an hour. I pitched WLP 070 Bourbon. So I guess that at most I'll end up with 5.2% ABV or so, so is it even usable or worth the effort to try to still it (pot still).
