Am I charring enough?

Got some oak staves from an old whiskey barrel planter. Broke it up, sanded it down, and cut it into small 1x1x3 sticks. Toasted them in the oven at 400 for 2 hours.
When I went to char them, I placed them on the gas stove on low heat. They would catch fire, and i would rotate them every 10-15 sec. After a couple minutes I dropped them into a bucket of water.
So- I've got this charred oak on my whiskey for about 6 weeks. Just tasted it and... not so good. Tasted like toasty woody scotch. Not whiskey tasting at all. Did I do something wrong? I feel like maybe I should have charred the oak with a butane blowtorch. That way I would have got more of a char.
