Those are safe for fermenting but, keep in mind, those are sealed-lid containers and will be difficult to clean and sanitize. The only opening is that 4" port.

A con saw wouldn't be long fixing that.

They are hard to clean. If you're ok with open ferments cut the top off and you're good. I used mine once but found it way too much of a pain to deal with the small hole. Most come with a pressure relief plug that isn't airtight enough to use for longer sanitary ferments.
For price - there's a weird thing that the 15 & 30 gallon barrels cost more than the others. I got my mine for $15 or $20. I could have gotten a 55 gallon steel plastic drum for a couple bucks less.

Agree with a better price. Check craigslist in your area. I picked up my 40 gallon for the price of the 15 gallon in the OP post. If you get a bigger barrel you can make a lid when you cut the top off:

33 gallon blow molded trash cans work very well... and you can buy them for less or for more depending on where you shop
Look at the markings on the bottom to figure out what material you have... if and when your done with them they become trash cans...
happy stillin,

you might look at large ice chests as well they work too... removable top food grade plastic drums both ring and screw type are out there if you just look... try craigslist

The small opening will give you many regrets long term otherwise it's fine.
