There is a missing information here:
was the methanol the result of counterfeit products, or was really the producers who sold methanol-rich products?
The latter seems virtually impossible to me.
The former seems the normal case, but the article doesn't make any mention of counterfeit products.
This "journalism" creates more confusion than it gives information.
In any case, if you want to be safe, just distill yourself, and you know what you are drinking.

They say "methanol" but it could be other things too . . . Liquor that is unregulated is often cut with industrial alcohol but methanol can produce an off taste, the cheap solution is to add antifreeze which is sweet to the taste and takes away some of the “bite”. The first people to die are the ones who drink the most - homeless people, alcoholics and tourists on a “all you can drink” vacation.

If those trademarks exist as "legitimate", that means probably or certainly this is a case of product falsification, together with product adulteration.
The thugs I presume used industrially produced ethanol (ethanol obtained by chemical synthesis) rather than ethanol from fermentation. Either by accidental contamination or by sheer idiocy (which is never to be excluded) some methanol entered the "production" process of the adulterated products instead of ethanol.
I cannot believe they did this intentionally (to save on excise tax) because the quantity of methanol they used is just absurd.
A clandestine fermentation/distillation would never produce that quantity of methanol.
It's frightening that one can die or become blind for having bought a product with a known brand, normally in commerce.
