Gin Botanical Confusion

I am working on making a recipe for gin. I will use vapor infusion in a offset gin basket. I understand most everything about this but have one question. Everywhere i read says you want to have 20-40 grams of botanicals per liter of proof. My question is are we talking about per liter of proof in the wash, or final product??? I have looked everywhere and can not find a clear answer to this! Please could someone answer this in plain old english?? (Redneck or Hillbilly works also, I am fluent in all!)
