Condensors - Angle of the Dangle

So I see them mounted from vertical to near horizontal.
Is there any science behind the angle, if so what is the theory and how does one "tune" a condenser if indeed it is "tuneable"? I have read that it is good for the distillate to have some hang time in the condenser before exiting, it this true?
