simple 120v controller box wiring

i had some parts laying around so i assembled a controller box for my T500 (old style just plugs in, no selecting power)

I'm fairly certain its wired right but i'm not getting the right voltage out of the plug.

Photos are shown but in order from line to load it goes like this.
Hot wire: LCD meter terminal > SSR port 1 > SSR port 2 > hot side of outlet
Neutral: split into two tails, one to neutral side of outlet and other to LCD terminal
Ground: right to outlet screw

Potentiometer is between the SSR terminals 3/4 and I've verified the directionality of the terminals 1/2 on the pot as the 0-100 order i want. So it runs a light bulb for example but my meter's only reading a trace amount of watts and it should be more than that. Also my multimeter in the plug only gets as high as 98 volts. whats going on
