I have been reading TTB.Gov and dont understand it.
(1) Is there any way do distill spirits legally in the US ?
(2) If I apply for a "Fuel" permit will they know the difference in fuel and moonshine.
(3) If I apply for a "Fuel" permit are the going to check up on me?

(1) Yes, go into the distilling business. There is a mountian of paperwork involved, so it would be a good idea to employ a person to help with it.
(2) The difference being is that fuel must have something blended into it, to make it not fit for human consumption.
(3) That permit gives them (BATF) the right to enter the premises at anytime and they don't have to have your permission.

Also the paperwork on a small scale fuel still (10k proof-gallons) is no small undertaking. It is not as much as a spirit distillery, but it is NOT a small undertaking either.
I have run into nasty goverment red tape for things like biodiesel, fuel alcohol, etc. It is funny that the government wants its graft for one's production, but it makes it hella hard to get everything done legally.

Ans(3) Yes
Methinks the easiest way to find out what's involved is to ask someone who's done it. Try contacting this person. Perhaps she will give you some advice re costs, difficulty etc.

The American government operates on three basic principals:
1. If if moves, regulate it.
2. If it keeps moving, tax it.
3. If it stops moving, subsidize it.
Really and truely the government doesn't care about you distilling... as long as they get their cut.
All you got to do to beat the government, save yourself some money, and avoid their wrath is:
1. Don't ask
2. Don't tell.
3. Don't sell.
