Either somebody had a lot of spare time on their hands, or that photo's been doctored. I can't really tell, since it looks a little fuzzy.

If it's real, then where would you find enough tobacco (or other things) to fill it?

My guess would be that the thing in the picture is an in progress build and part of a larger construction, the photographer either caught the fabricator at a funny looking moment or called out... "hey it looks like a pipe! act like you're smoking it!" and took the shot.

The more interesting question is what the heck is it really?

looking again it almost looks like 2 galvi wash tubs welded..picture to fuzzy but funny
