4 - 20mA or 2 -10V control input === In other words. No. A PSR has a potentiometer, or resistance input.
Be careful dealing with the chineese.

You can use it with potentiometer, but you will need additional low voltage DC power supply.

In that case you just need a pot and heatsink.
