recharring barrel
should i retoast a older barrel that i plan on recharring?

That depends on that you want from the barrel. Hard for someone to say what is right for your tastes. For instance scotch uses used Bourbon barrels from the US.
Recharring the barrel is referred to as reconditioning.
As far as getting it done, there are plenty of threads on the subject here and across the internet. Just do a search.

To answer your question directly, No. You don't need to retoast it. I use used Bourbon barrel staves and see no benefit in retoasting them.
