By far the absolutely fastest and easiest way to remove chlorine from water is to throw in powdered/dissolved vitamin C. It reacts almost instantly. For heavily chlorinated water 1 tablet per 5 gallons of water is plenty. Also, use pure vitamin C - there are lots out there that have buffers and fillers (it'll usually say on the bottle under ingredients).

Vitamin c will also remove the bleach stink from plastic because of the same chemical reaction. It's how I clean out my 60 gallon HDPE barrels; tilex the crap out of it, rinse, then soak with bleachwater for a couple of days then throw in about 15 crushed vitamin c tablets, stir and let sit for another day. No bleach stink and ultra clean plastic.

Vitamin C is how aquarium folks remove chlorine from their tank water.

Having said all this - by the time you've finished cooking your mash you've already destroyed 99% of the bleach in your water.
