What proof to start adding flavors

What proof to start adding flavors
Im wondering what most of you do when adding flavors to rum, or anything for that matter. Im going to be making another batch or rum and putting it on oak at 65%, would it be best to add my flavors and spices while on oak at 65% or wait until its diluted to drinking strengh then add? Just some stuff like vanilla bean, maybe some cinnamon and nutmeg.
