SG increasing

I did a simple 1 gal sugar batch with Brown Sugar, when I started the SG was 1.07 after THREE weeks it's still bubbling and the SG is now 1.20 what the heck is going on, it's souring as expected but the SG has me baffled.

The only way that happens is if you have sugars which haven't been mixed into solution; Likely some of your sugar has been sitting on the bottom of the fermenter.

User error? My guess is your reading the hydrometer wrong on the second reading, or you are using the wrong meter for the second reading. Not that they are all the same, but my beer/wine hydrometer only goes to 11 60.
