Too much head space?

Too much head space?
I'm running a 16 gal boiler with 2 electric heating elements that need about 4 gal to cover. Does the excess head space create any issues with doing a sprit run with minimal element coverage or do I need to maintain a certain boiler fill level to get a proper run.
