Searching for power regulator

I am at the final stage of putting together a set up that uses as a boiler a 30 litre hot water urn which has a 2400 W 240V element. I have been searching around OZ and NZ for a power regulator of a Triac/dimmer type but have been unable to find one. The Canadian MSC-4 is rated at 1500W so is insufficient for my needs.

Any suggestions / recommendations please?

I'm no electrical engineer but being that 1500 W its smaller than 2400 W I would say its definately undersized.

This is what I used, put a big heatsink on it and it's good for 2.6Kw.
