first mash is in a hurry it seems

Sugar, and all about sugar washes. Where the primary ingredient is sugar, and other things are just used as nutrients.

Just wait for it to stop bubbling. At .990 it should be done anyways. Why do you want to add more choogur?

thought it would raise the abv since maybe the yeast was still working hard

If your hydrometer is reading 0.990 it is done(unless your hydrometer is way off calibration), you are probably seeing trapped gas escaping from the original ferment. You can degas it with a lees stirrer or a spoon but I'd only do that if you are ready to run it fairly soon. Also, adding more sugar now would be like step feeding it. You CAN do it but then you start the primary cycle all over and have to wait for it to finish again. If you do that you raise the ABV but eventually the yeast will just knock off due to too high ABV. Probably better to run it since it's done and save the sugar for future washes.
