I'm installing electric heating elements in my 15 gallon keg boka I'm building this summer. I'm completely inexperienced with electrical work so I'm a bit intimidated to follow some of the great plans on here. Some of the commercial controllers are quite expensive. That said, would this work?

From the specs it looks fine. Kinda' pricey tho. But if "turn-key" is your requirement, it should work for you.

Jabrone,
My personal thoughts are you should try to build your own. That is part of this hobby and it is a good education. It really isn't hard and it is a most entertaining endeavor. You still will need a power source, either an existing dryer outlet or get a new one installed. If you do decide to build your own there are a lot of folks here ready to help.
For a reference point, I priced the components to build a simple controller, including a power switch and ammeter indicator.
I came up with about $120 for all the pieces. The most expensive component is the power cord.
