Building a 3Kw power controller help please

Hi all,
I hope I've put this in the right section. If not sorry!
I'm not able to DIY a 3Kw power controller for a project boiler.
Due to disability and lack of know how lol
Can anybody make me one in the Uk?
Any help be greatly appreciated..
