Shine turns milky

I just mixed some 95% spirit 50\50 with tapwater. The shine and water were crystal clear before mixing. Never had this happen before. Came from a batch of TPW. Stripped and then run through a VM column. Added bicarb to the stripped product (as always). Any thoughts?
